[UPDATED] SKDS 2.0: refund applications for diesel purchases open from July 1

KUALA LUMPUR – The government will begin accepting applications for refunds from the Subsidised Diesel Control System 2.0 (SKDS 2.0) starting July 1, the Finance Ministry said.

In a statement, the ministry added that this application would only be open to SKDS 2.0 applicants who were owners of eligible logistics vehicles but had not received the fleet cards.

“Successful claimants will be reimbursed for the difference between the current diesel fuel price of RM3.35 per litre and the SKDS 2.0 price of RM2.15 per litre for diesel consumed since June 10, 2024, up to a maximum limit per month,” it said.

The applications can be made via the Budi Madani portal at https://budimadani.gov.my to get a refund for the diesel they have purchased. 

Among the terms set, the application under SKDS 2.0 must be submitted by June 30, and had not received the fleet cards yet.

Additionally, the fleet card application must be submitted to the petrol station operators involved by July 15. Claims will be accepted starting July 1, with each person eligible to claim expenses for one month’s diesel, subject to the maximum litres per claim.

The Finance Ministry also requires that claimants keep the original receipt for diesel purchases for audit purposes. Refunds for approved claims will be processed within 15 working days.

“The interim refund mechanism aims to reimburse the applicant for additional expenses incurred from June 10 until they receive a fleet card or for a maximum period of two months, whichever comes first,” the statement added.

Finance Minister Datuk Seri Amir Hamzah Azizan said that this repayment aims to assist eligible logistics businesses in line with the targeted diesel subsidy mechanism while also mitigating the risk of price increases for household goods.

“This targeted diesel subsidy scheme aims to address leakages and ensure that the assistance reaches those who truly need it.

“This initiative will further enhance the management and efficiency of public finances, aligning with our efforts to promote economic prosperity under the Madani economy framework.

“I would like to stress that the government remains steadfast in ensuring that the assistance provided reaches those who deserve it.”

In the statement, the ministry also included a list of logistic vehicles and their monthly diesel consumption eligible for subsidised prices.

Transport Minister Anthony Loke previously assured that small companies applying for the targeted diesel subsidy would not be adversely affected and would receive refunds if they had not received their fleet cards.

He said that the Domestic Trade and Cost of Living Ministry has advised companies that have been approved for the scheme but have not received their fleet cards to retain receipts for future refunds.

Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali also announced that one million fleet cards are currently available for SKDS 2.0.

He said that approximately 410,000 diesel vehicles, which fall under the 23 eligible vehicle categories defined by SKDS 2.0, will be able to use these fleet cards. – June 28, 2024
