[UPDATED] P-hailing drivers not on govt’s list for subsidised diesel can appeal to KPDN: Fahmi

Drivers who operate 4x4 vehicles have complained of being ineligible to apply for the subsidised diesel fleet card

PUTRAJAYA – P-hailing drivers who are not included in the government’s list of vehicle operators eligible to receive the subsidised diesel fleet card can file an appeal with the Domestic Trade and Cost of Living Ministry (KPDN), said government spokesman Fahmi Fadzil. 

“(The drivers) can refer to KPDN and file an appeal. The ministry will look into the matter,” he told a post-cabinet press conference at his ministry today.

Fahmi, who is also communications minister, was responding to a question about qualms by p-hailing drivers who use 4×4 vehicles, who said they were ineligible to apply for the fleet card.

Asked later about the application process for the users, Fahmi said it is intended for business use, and is only applicable for their own vehicles.

“The category of the fleet card is specifically for business. (The p-hailing drivers) may be eligible for individual (subsidies),” he said.

“But some have highlighted that they refill their fuel eight times, meaning the travel distance they incur is about 6,000km. That is definitely not (from) personal use, and is for business.

“In this case, they must apply for the fleet card, especially if they are transporting food and beverages, vegetables, and items as per the guidelines – and it depends on their eligibility.”

Fahmi said Prime Minister Datuk Seri Anwar Ibrahim had instructed the Tourism, Arts, and Culture Ministry and Transport Ministry to provide assistance to operators of tour buses and vans, who were also not included in the list of eligible users.

Anwar also instructed the cabinet to look into issues revolving around the subsidised diesel control system (SKDS 2.0), and the expedition of fleet card applications, Fahmi added.

Fahmi reminded those who have applied for fleet cards, but have yet to receive them, to keep receipts and follow procedures announced by Finance Minister II Datuk Seri Amir Hamzah Azizan on diesel reimbursements under SKDS 2.0.

Noting instances where firms mark up the prices of their goods and products following the diesel rationalisation, despite never being eligible for the subsidy, Fahmi said KPDN would take stern action on these firms.

Fahmi also urged people to avoid being too emotional online when sharing differing opinions on the matter, referring to reports of certain individuals receiving threats for defending the government’s policy.

“If netizens would like to convey their thoughts, please do so in a good manner without being too emotional, so as not to injure people or damage property,” he said.

“We are not stopped from sharing our thoughts, but do not go overboard. Do not exceed the boundaries, especially in terms of trying to make criminal intimidation attempts against those who do not share our perspective.”

On Sunday, Amir Hamzah said the retail price for diesel across the peninsula was set at RM3.55 per litre, while the retail price remained at RM2.15 per litre in Sabah, Sarawak, and Labuan.

The fuel is also pegged at RM2.15 per litre under the SKDS 2.0, which provides fleet cards to eligible logistics vehicles to mitigate the impact of the diesel price on consumer goods.

For land public transport – including school buses, express buses, ambulances, and fire engines – diesel remains priced at RM1.88 per litre under SKDS 1.0. Meanwhile, subsidised diesel for fishermen is kept at RM1.65 per litre. – June 12, 2024
