Police maintain close surveillance on active members of religious deviant groups: IGP

Some leaders have been arrested, fled, repented, but their teachings still hold sway, Tan Sri Razarudin Husain says

KUALA LUMPUR – Bukit Aman has several religious “deviant” groups on its radar for their potential to disrupt public order, based on intelligence gathered over the last three years, Inspector-General of Police Tan Sri Razarudin Husain said.

Speaking to Scoop, the top cop said the names of some of these groups are Kerajaan 9, the followers of SiHulk, The Ahmadi Religion of Peace and Light, Millah Abraham @ Ibrahim, and Perjalanan Mimpi Yang Terakhir.

Others being monitored go by the names of Tarekat Habib Shah and Nur Mutiara Mutmainnah, which have a following in this country.

“In the last three years, we have received more than 50 police reports related to the activities of groups with heretical or deviant teachings.

“We have detained more than 20 individuals during this period in question, including the latest followers of the SiHulk group,” Razarudin said.

SiHulk is a moniker for Johor-born Suhaini Mohammad, whose teachings the police and Malaysian religious authorities have deemed deviant. Among his claims are that the Prophet Muhammad and Allah SWT are one and the same.

Kerajaan 9, meanwhile, believes that its founder is descended from the direct line of the Prophet Muhammad.

Razarudin said Bukit Aman works with state Islamic religious authorities to identify and curb new deviant teachings. This includes monitoring foreigners who come to Malaysia to recruit new group members.

With the use of social media to spread ideology, he said, Bukit Aman is also increasing its cooperation with the Malaysian Communications and Multimedia Commission to monitor such platforms.

Preparing for the end of the world

Elaborating on some of the groups, Razarudin said the police’s information was gathered from close monitoring of some madrasah (religious schools) that actively promote the teachings of Kerajaan 9 and the movements of certain individuals at these schools.

Kerajaan 9 is the name of a village the group is believed to be building in a certain state, supposedly to prepare for the end of the world.

Razarudin said police are still investigating these claims.

On the teachings of SiHulk, Razarudin in late January told Scoop that SiHulk and his followers are among those on police’s most wanted list for investigations into offences under the Penal Code, Sedition Act 1948 and the Communications and Multimedia Act 1998

SiHulk or Suhaini, who is believed to be hiding in New Zealand, has had his teachings denounced by the Muzakarah Committee of the National Council for Islamic Religious Affairs of Malaysia in August 2020 on the basis that his beliefs deviated from Sunni Islam, which Malaysia follows. Among his teachings on video that have gone viral on social media is one titled Prophet Muhammad is Allah.

As for The Ahmadi Religion of Peace and Light, they believe in the existence of 12 “Imam Mahdi” (one who will deliver the world from evil at the end of time). The group believes that the real location of the Kaabah is in Petra, Jordan and not in Makkah, Saudi Arabia.

Millah Abraham @ Ibrahim’s followers believe that paying money will bring them repentance from sin. They also believe in divorcing a spouse who does not follow the same teachings. They are also active online with video-recorded Quranic classes to attract new followers.

Millah Abraham @ Ibrahim was declared deviant and heretical by the Selangor Fatwa Committee in September 2015.

Perjalanan Mimpi Yang Terakhir, meanwhile, was started by a woman known as Sittah Annur, who claimed she could communicate directly with Allah, angels and Prophet Muhammad SAW.

She was arrested by police in September 2021, and a few weeks later, she declared her repentance publicly while urging her followers to do the same. – February 21, 2024
