PUTRAJAYA – Building on the momentum of the Rahmah 5G Package launch, the Communications and Digital Ministry is extending its commitment to digital empowerment with a new initiative targeted at the country’s civil servants.
Its minister, Fahmi Fadzil, said the Rahmah Civil Servants Postpaid Incentive is set to provide a significant boost to federal, state, and local government employees, further bridging the digital divide and fostering inclusivity.
Aside from subsidies on digital devices and discounts on postpaid plans, Fahmi unveiled the incentive as another step towards acknowledging the contributions of civil servants and ensuring their enhanced connectivity.
The initiative offers a rebate of RM10 per month for a duration of 12 months to subscribers of postpaid packages valued at RM60 and above.

For the record, this incentive does not apply to civil servants who subscribe to postpaid packages as a group through their respective ministries, departments, agencies, clubs, or associations, as these packages already include rebates and discounts.
He said the initiative can benefit the country’s 1.2 million workers in the public sector.
“The package and incentives that I have announced are a manifestation of the government’s care and concern towards the people, in cooperation with strategic partners involved, namely service providers such as CelcomDigi, Maxis, UMobile, Unifi Mobile, YES, and also device manufacturers such as Samsung and Honor,” he said during the launch of the package at the ministry’s headquarters in Putrajaya this afternoon.
“I call on all parties to support the government’s efforts so that they can be enjoyed by all Malaysians, thereby realising the policy of ‘Where there is a will, there’s internet’ to ensure that the community receives access to the internet more widely.”
Inclusiveness at its core
By extending the incentive to a significant portion of the workforce, the government is taking concrete steps to ensure that civil servants have access to the tools they need for effective communication and productivity.
For existing customers of participating telcos, the application process for the incentive is straightforward, as they need only contact their respective telcos to inquire about the incentive and its activation process.

New customers, on the other hand, can register for the incentive at any telco sales centre or at selected locations.
The required documents for registration are their identification card (IC), civil servant ID card, or other relevant documents.
The initiative will be rolled out on September 16 and will be available until December 31 this year.
As with the Rahmah 5G Package, this initiative is implemented in collaboration with prominent telcos, including CelcomDigi, Maxis, U Mobile, TM-Unifi Mobile, and YTL Communications-YES.
Interested civil servants are encouraged to visit the websites of these telcos for more information, as the incentive is subject to the terms and conditions set by the respective telcos.
Media fraternity to enjoy one-month rebate on phone bills
Meanwhile, members of the media can also look forward to receiving benefits under the Rahmah Media Practitioners Rebate Initiative.
Kickstarting in September, the initiative offers a one-month rebate on mobile phone bills and is expected to benefit over 10,000 media practitioners nationwide.
All media practitioners who hold a media accreditation card from the National Information Department are eligible to apply for the incentive.
Fahmi added that discussions between the ministry and telco representatives are underway to formulate additional packages for the media fraternity.
“As a token to the ‘unsung heroes’, that is, the media fraternity, who helped amplify the Rahmah initiative under the Malaysia Madani concept, God willing, the Rahmah Rebate Incentive for Media Practitioners will be implemented this September,” Fahmi said. – August 29, 2023
