Civil servants to get 7-15% pay hike from Dec 1: Anwar

Implementing, management and professional groups to get 15% salary increase, top management to see 7% rise

KUALA LUMPUR – Civil servants in the implementing, management and professional groups will receive a 15% salary increase starting December 1, while top management will see a 7% increase.

Prime Minister Datuk Seri Anwar Ibrahim announced that these adjustments follow a review under the new Public Service Remuneration System (SSPA).

He said that these adjustments will roll out gradually, beginning with the first phase on December 1. 

The next phase will begin on January 1, 2026. This phased approach is intended to manage constraints and minimise inflation, he added.

Anwar was speaking at the Majlis Amanat Perdana Perkhidmatan Awam this morning at the Putrajaya International Convention Centre.

The finance minister said under the revised Public Service Remuneration System (SSPA), the range of salary increases that civil servants will receive is between 16.8 and 42.7%, taking into account double benefits.

For instance, a Wildlife Assistant at Grade G11, who currently earns RM1,795 per month as of November 2024, will see their monthly salary rise to RM2,115 starting in December 2024 under Phase 1 of the salary adjustment.

In Phase 2, beginning in January 2026, the same Wildlife Assistant will receive an additional 7% salary increase, raising their monthly income to RM2,327.

Anwar said that the Public Service Department will provide a more detailed explanation of the calculation method or formula during their upcoming engagement sessions.

Anwar also announced that to enhance motivation among workers, a performance-based incentive will be awarded to officers who have completed at least six years of service following Time-Based Excellence (TBK) 2. This incentive will be equivalent to one annual salary increase (KGT) at the officer’s current grade.

Additionally, officers recognised as Subject Matter Experts (SMEs) will receive a form of encouragement through acknowledgement of their expertise.

The implementation of this incentive will involve issuing acting or appointment letters for Special for Incumbent (KUP) positions from Grade 48 to Special Grade C, even in the absence of a vacancy.

He also said focus will be directed towards seven emerging areas: artificial intelligence (AI), cybersecurity, digital transformation, food technology, energy transition, national border demarcation and disaster management.

Further, Anwar said in recognition of the sacrifices and service of Malaysian Armed Forces (MAF) members, the Cost of Living Aid for eligible non-pensionable MAF veterans will be increased from RM300 to RM500 per month to alleviate their financial pressures.

The prime minister also highlighted that salary adjustments made through the SSPA have considered a 21.3% rise in the Consumer Price Index over the past decade, with food and drink prices increasing by 24.8%. – August 16, 2024
